GUI to configure notification bubble Ubuntu Lucid

This time we will see how to add a GUI to configure notifications in Ubuntu Lucid, as you have noticed, the bubble is close to panel as in previous versions, we can now adjust its position, size and color, opacity, and runtime to size of icons; This GUI is provided by package NotifyOSD Config.
